Responsibility for getting the final text agreed lay with Brazil, as the host government. Various observers have commented that rather than trying to negotiate agreement on controversial issues, they simply deleted them, so that the cleaners were sent into the Riocentro hours before the conference was due to close. Brazil’s “developmentalist” approach can be seen in Clause 2 of the statement: “Eradicating poverty is the greatest global challenge facing the world today and an indispensable requirement for sustainable development.” Try turning this sentence around: “Sustainable development is….”
